First you need to determine what files were deleted and what packages
they come from.  Does the rpm command still work?  What does:

rpm -V yum

output?

If rpm works you can use it to install yum again, if needed, or
whatever other packages you need to get the files that were deleted
restored.  What version of Fedora do you have?
