Generally speaking Bob, I find I have to remove the coolers from the cpu's 
about annually, cleaning up the cpu and the bottom of the cooler, and 
re-applying a new, small qty of artic silver.  And of course blowing out 
all the dust bunnies with my air compressor.  Between the dust bunnies 
getting in the way of cooling air, and the gradual loss of the grease's 
volatiles, the heat transfer seems to go away slowly.  I'll typically 
reduce my cpu temps around 30F when I've done this.
