vim too smart on new line

In the present version of vim, if I create a
new line with o or shift-o, in a C++ source
file, the new line may not be blank,  It
assumes that the new line should be similar to
a neighbor line.  For example, if the neighbor
is a comment, it assumes that the new line will
also be a comment.

How can I disable this functionality?
