You are.

The at the top of the sshd_config file you have this comment:

    # The strategy used for options in the default sshd_config shipped with
    # OpenSSH is to specify options with their default value where
    # possible, but leave them commented.  Uncommented options change a
    # default value.

In other words, the comments document the default.

The default is that root logins are permitted.
