Are these scans that you've done yourself?  It looks like it could be
scanned better, in the first place, with better exposure/illumination.
If so, you'd have a much easier job in neatening them up.

That one reminds me of the sort of pictures I get from a 1970s video
camera I have out the back.  ;-)  It had the same false glow around the
edges of dark objects.
