You need to be root to copy into the directory. The files should be
owned as root anyway, so you might as well copy them as root. As far
as the chown and chmod commands, it sounds like you do not
understand how Linux permissions work. This is not a subject that
can be easily handled in an e-mail. There are plenty of HOWTOs and
books that cover this.
