If it's a problem with Nvidia cards only, then the responsible party is Nvidia.

If the problem can be re-created using video cards with open-source drivers,
then you can report it as a kernel bug.

The person who has the problem is the best one to submit the bugs as they are
likely the only one in a position to provide the necessary information and do
further experimentation if it is required.

Probably up the creek, unless they can find a more knowledgable person to
assist them.  But this is not an uncommon situation when it comes to computers
-- what does the non-knowledgable person do when he has other problems with his
computer that are beyond his ability to diagnose or repair?  This applies to a
lot more than kernel bugs or video drivers, as you see.
