only one CPU working

Hi all

I have Dual Xeon Server install with FC5,
Fedora Core release 5 (Bordeaux)

 and upgrade to latest

Linux nayer 2.6.20-1.2316.fc5 #1 SMP Fri Apr 27 19:19:10 EDT 2007 x86_64
x86_64 x86_64 GNU/Linux

but when i checking with intrupts i see only one CPU working
what is the cause of this problem.
