That looks like none of your font cache files have been
created/updated since Nov 9th.

This only means that fc-cache had failed to write a cache file for 16
font directories. More trouble-shooting questions:

Do you have enough free space on /var currently?

Is your system SELinux enabled? If yes, do you get any related log
entries in /var/log/messages or /var/log/audit/audit.log?

Can you "touch" or create a file in /var/cache/fontconfig?

Does "rpm -V fontconfig" print any odd entries?
