You may also need to build a new initrd as well. It depends on when
the dev file system gets mounted on /dev. It looks like it gets
mounted before the root file system is mounted read/write, because
it is not listed in /etc/mtab, but it is in /proc/mounts. If it gets
mounted without udev running, you will end up with an empty /dev
directory. (Mounting a file system over a directory hides the
contents of the directory, but already opened files are still
accessible...)
