basic question about assigning ip address

I've never seen one/used one.  However a Google search for wireless
switch does produce proper hits on that hardware so it does exist.
Your other option would be to put a cheap switch after your modem and
then plug a wireless router into the switch (if a proper wireless
switch is too costly).

It would be beneficial if you tried it.  Try booting your windows box
alone.  Does it work fine and what IP is allocated?  Next boot your
Linux box alone.  Does it work fine and what IP is allocated?  Next
boot your Windows box first, followed by your Linux box.  Does either
of them work fine (or neither?) - if so which one.  What IPs are
allocated to each?
Repeat by booting the Linux box first.  Again what IPs are allocated to each?

Can you use your new gateway to connect?  i.e. have it get an IP from
your ISP and then connect both your boxes with DHCP on the router so
that your boxes get internal IPs.  What IPs are you getting for your
WAN?  For your PCs?

If at the end of the day only the first box that boots works properly,
but both work behind the router and both work when alone on the
network then your ISP has changed the rules.  You need to determine
this because if that is the case, no amount of trouble shooting or
advice on our part will make it work.
