problem with packet id

Hello there, i need some help with a problem i have come across. I am
streaming an mpeg4 video with darwin streaming server and i am capturing the
streaming with tcpdump but when i read the captures; all the rtp packet id
are 0. I dont know why is this happening. or if this a problem with the
kernel. is there a way i can get the ip stack to add an ip id ? Any
suggestions will do. Thank you
