bugzilla and javascript?

I believe the reason is just as Dave Lawrence and Bill Crawford
suggested previously.  The page sets a cookie, but on the first load,
the cookie isn't able to be read.  When you reload the page (or visit
again while that cookie is set), you won't get the message again.
