glibc change in header file sysdeps/unix/sysv/linux/bits/socket.h

I found that there was a change in BITS/SOCKET.H
whereby the 

	struct ucred
was enveloped in 

	#ifdef __USE_GNU

Anyone knows what was the reasoning for this change?
