There is a lock file that is checked to see if another process is
checking on updates, or installing them - because you can cause all
kinds of problems if two programs try to update the system at the
same time, a the second one quits when it finds the first one
running. There is also a lock on the RPM database that does the same
thing so that two programs can not have the database open for writing.
