Not in this case, no. ~/.inputrc is not a shell script (at least in the
conventional case of the term).

Only by convention.

In this case, man bash lists $include as lower case. Since Unix is
usually case-sensitive, it’s rarely advisable to change the case of
examples given in documentation (although in this case it doesn’t seem
to hurt).
