Typically, gtk-update-icon-cache is treated as optional in package
scriptlets:

touch --no-create /usr/share/icons/hicolor
if [ -x /usr/bin/gtk-update-icon-cache ]; then
  /usr/bin/gtk-update-icon-cache --quiet /usr/share/icons/hicolor || :
fi

Perhaps powermanga does it differently.
