That's its purpose. It makes suggestions on sysctl changes that would
help, on things you can adjust in /sys and then it will show you what
causes the laptop to wake up and what C states it spends time in.

With F9 there is not many things to tweak really in my experience. I
am sure others will chip in with their experiences.
