This would require a complete redesign of Grub. You might want to 
look at some of the other boot loaders if you want this type of 
function. Right now, Grub uses the BIOS to access the drive.

But you would run into more problems. If I remember correctly, 
Windows also uses the BIOS to load its drivers, so you would still 
be out of luck trying to boot Windows if the BIOS can not access the 
USB drive.
