Ansi escape sequences...

I am wondering if the ansi esacpe sequence are broken?
I have tried to get a blinking text to work and it does not.
 
I tried:
> echo "\e[5;31mHello World"
 
and the red "Hello World" does not blink.
 
Am I doing something wrong or has something changed?
