Not sure how verbose the tcpdump info should be.  This is the first time 
I've captured any of its output and most of it looks the same, but the 
last relevant line is indeed a RST from the rsync client.  I grepped the 
output on 'rsync' and removed full hostnames.  Does this look useful? 
If so, I'll ping the kernel.org list:
