The corresponding SHA1SUM file has been available from a number of open mirrors for a few days now and has a good signature dated May 7 from Fedora Project, so unless these ISOs get pulled from all the mirrors and replaced by tomorrow (unlikely since it takes a few days for the mirrors to sync), yes it is.  On the other hand, there are good reasons other than authenticity for waiting until release day to install - to make sure the update repos are available in case serious bugs are waiting to be fixed, and also availability of the 3rd-party repos.  Livna and Freshrpms don't have *-release packages for F9 yet, and it's not clear whether Rpmfusion will be available on release day to replace either or both of them.
