Enable updates for a single user

You could give him access via sudo.
username ALL=(ALL) NOPASSWD:/bin/rpm
username ALL=(ALL) NOPASSWD:/usr/bin/yum
Then, all he has to do is issue:
sudo /bin/rpm -ivh package-he-wants.to.install.rpm
sudo /usr/bin/yum update
sudo /usr/bin/yum package-he-wants.to.install
