F9: virt-manager stopped working for non-root



I've enabled access for Active Console users
to manage local virtualized systems.

Until a few days ago this meant that non-root users
could run virt-manager and start and stop virtual
machines.

Today, I get an error:

Error starting domain: operation virDomainCreate forbidden for read only
access

Details:

How do I solve this problem?
