yum keeps trying to use it, timing out, and picking a different

trying that particular mirror (don't know if it is a problem
with that mirror or just the path from here to there).

Easiest just to block that IP address in the OUTPUT chain in
your firewall.  Use REJECT, not DROP, so that yum will get an
instant failure when it tries to connect.  That will also keep
yum-fastestmirror from ever selecting that site.
