I think you want

    define(`SMART_HOST', `[smtp.eircom.net]')dnl

instead.  The square brackets tell sendmail *not* to look up the MX
for the host -- just use the A record for the relay host.  Some ISPs
have a different host defined for the MX host associated with the
customer relay host.
