Try removing the 's' from "https://".  The mirror list isn't on a secure 
server, just a regular old connection.  Your firewall may also be
blocking port 443 (https).

mirrorlist=http://mirrors.fedoraproject.org/mirrorlist?repo=fedora-$releasever&arch=$basearch
