When you set
MOUNTD_NFS_V1="no"
MOUNTD_NFS_V2="no"
MOUNTD_NFS_V3="no"
in "/etc/sysconfig/nfs", you get a "usage" error:
Starting NFS mountd: Usage: rpc.mountd [-F|--foreground] [-h|--help] \
         [-v|--version] [-d kind|--debug kind]
         [-o num|--descriptors num] [-f exports-file|--exports-file=file]
         [-p|--port port] [-V version|--nfs-version version]
         [-N version|--no-nfs-version version] [-n|--no-tcp]
         [-H ha-callout-prog] [-s|--state-directory-path path]
         [-g|--manage-gids] [-t num|--num-threads=num]

but when you set
RPCNFSDARGS="-N 1 -N 2 -N 3"
in "/etc/sysconfig/nfs", you get an "unsupported version" error:
# service nfs start
Starting NFS services: [ OK ]
Starting NFS quotas: [ OK ]
Starting NFS daemon: 1: Unsupported version
                                                           [FAILED]

My interpretation is
https://www.redhat.com/archives/fedora-list/2010-January/msg00294.html

By the way, when you set
#MOUNTD_NFS_V1="no"
MOUNTD_NFS_V2="no"
MOUNTD_NFS_V3="no"
in "/etc/sysconfig/nfs" rpc.mountd will not fail and mountd will be
listed as version 1 in "rpcinfo -p" (not nfsv1 since it never really
existed, but rpcv1).
