Announcing wireless-tools-devel

Just split it out of wireless-tools.  If you have a package that 
requires wireless-tools, you need to update it's BuildRequires to 
contain wireless-tools-devel.

I updated the packages in core already.  Repoquery says the list in 
extras is:

wlassistant-0:0.5.5-1.fc5.i386
