I'm still skeptical as to the reasons to do this, however your proposal
seems sane.  This needs to be run by FESCo.  Let's get it added to the
agenda for the meeting this week.

Also, if this is to be done, the timing is somewhat critical.  As you
may have seen, the buildsys merge was delayed this weekend due to
limited builder capacity.  So if 1384 packages need to be rebuilt for
nothing more than a disttag change, it needs to either be done before
the merge while the core builders are still active, or not until the
build capacity issue is solved.
