gtk-update-icon-cache needs to be given the theme directory (or
directories) to update as well, so the situation is very similar.
One salient feature of gtk-update-icon-cache is that you can just
run it on /usr/share/icons/* and if will silently (and quickly)
skip the ones that are uptodate.
