use disttag ".1" for devel to avoid confusion

Actually we have to put the bump after dist tag or else there will be upgrade 
path breakage.

foo-1.2-2.fc6
foo-1.2-2.fc7

Need to rebuild the fc6 one for a minor build problem that doesn't effect F7:

foo-1.2-2.fc6.1
foo-1.2-2.fc7

Otherwise fc6 would have become "newer" than the fc7 build.
