Even if it requires a library soname that is only available in FC6
Updates? No. The dist-upgrade to F7 will be broken until foo-1.2.3-5.fc7
is fetched from the online repo and replaces foo-1.2.3-5.fc6

In your scenario, the fc6 and fc7 builds can be swapped. That is not true
for many dist-upgrades.
