orphan/retire package: g-wrap

What is g-wrap?
---------------
g-wrap is a tool for generating guile wrappers for C functions.

Why is it being orphaned/retired?
---------------------------------
Number of packages in the history of Red Hat Linux/Fedora that have used
and required g-wrap: 1

Number of packages, as of tomorrow, in the Fedora development tree that use
or require g-wrap: 0

Seriously, if someone wants to maintain a library that nothing at all uses
just for fun, go for it. (I'll still maintain it for legacy releases). But
I'd suggest just removing it from devel and marking it dead.
