No build notification mails from koji (was: Re: Broken upgrade paths in F7)

buildNotifications are a separate top level task apparently and aren't 
viewable in the build task list.

http://koji.fedoraproject.org/koji/tasks?method=buildNotification&state=all&order=-completion_time 
shows the tasks.
