You can find a draft of the newer RPM Guide at
http://docs.fedoraproject.org/drafts/rpm-guide-en/ which includes this
information and a lot more.  In particular, the %config directive is
documented at Section 9.5.3.  This document has been in draft for quite
some time because we don't have anyone willing to step up and help
maintain it... if anyone out there is interested, or knows someone who
is, get in touch with us at the Docs Project!
