lxpanel is a lightweight X11 desktop panel. It works with any ICCCM / NETWM

This update for lxpanel is a new upstream version with this changelog:  1.
Completely rewrite background image support - faster & more stable.  2.
Completely rewrite the battery plugin to greatly reduce CPU resource usage.  3.
Fix lots of BadWindow errors.  4. A lot of bug fixes.
