Close! Needs libxml2-devel though. Still don't build:

checking for libxml-2.0 >= 2.2.8... Package libxml-2.0 was not found in the
pkg-config search path.

This should be the case for the others, change all your BuildRequires to *-devel.

Also, use the %find_lang macro for locales.
