/usr/share/gutenprint/doc should be /usr/share/doc/gutenprint, I believe.

Build genppd statically:                no
***WARNING: Use of --disable-static-genppd or --disable-static
when building CUPS is very dangerous.  The build may
fail when building the PPD files, or may *SILENTLY*
build incorrect PPD files or cause other problems.
Please review the README and release notes carefully!

./configure --help
  --enable-static-genppd  build a statically-linked cups-genppd and
                          rastertogutenprint. WARNING: Please read the README
                          and NEWS (release notes) CAREFULLY before disabling
                          this! [(automatic)]

  7) Due to the implementation of CUPS, it is necessary on some
     systems to link the programs associated with the CUPS driver (in
     particular, cups-genppd and rastertogutenprint) statically
     against the Gutenprint library.  Please see bugs 865253 and
     865265 for full details.

     This fix works correctly unless --disable-static (to disable
     building static libraries) is passed on the command line.
     Normally, only people packaging up Gutenprint for distribution
     use this option.  If you wish to use this option, please read
     item (6) in Exceptions and Workarounds *carefully* for a full
     description of the problem along with suggested methods of
     procedure.

As far as I can tell, "Exceptions and Workarounds" ends at item 5. ;)   In
another place, which I think may be a fix for the above, is to build it, install
it, and rebuild it, which mock may not be accoustomed to. I'm not sure where the
built .a files should be if it's compiled without --disable-static (typically in
-devel).

CUPS is being restarted, cups-genppdupdate.5.0 isn't being run in %post

You may want to break out the languages into other sub-packages.
/usr/share/cups/model/gutenprint/5.0 is 124 megs, but is just 7.3 megs times 17
languages. The main gutenprint package size could be greatly reduced.
