There isn't one.

When it was building a debuginfo package, it was empty. There were no "-s"
options used by "install", no calls to "strip", and there are no ELF binaries in
the package, so I thought turning off debuginfo would be OK.

I think it's probably best to have a few people looking after mono packages, for
the sake of diversity. Ideally, the maintainer of the package should be someone
that actively uses it.
