The main thing stopping the review at this point is clarification about the odd
licensing terms. I sent an e-mail to the "official" arpack address last week
asking for clarification and have received no response. I found an e-mail for
one of the authors and tried to contact him directly today. I think I'll try to
track down the others as well.
