The two questions are same IMO, and they are not stupid ;). The answer is simply
because there's no way to require arch-specific package in rpm (that I know of).
That is, you can require say gtk2-devel.x86_64 and gtk2-devel.i386 at the same
time for an x86_64 build. However if you have these dependencies installed
locally, you can easily build using --with-biarch to produce both the main
nspluginwrapper package and the  nspluginwrapper-i386 subpackage (i do that for
my personal builds).
