Absolutely.
For example,

$ pkg-config --cflags flam3
@WIN32_CFLAGS@ -I at INCLUDEDIR@ -I/usr/include/libpng12

This result is wrong.

IMO all header files (which should be installed) should be moved to
under %_includedir/%name.
