Because the tarball is what demarcate what is a given software.

I am not saying that we should do that, the 2 programs here are
clearly distinct (I mean, js code and ntop are distinct programs)
so mere aggregation may be the right interpretation.
If I recall well, debian people consider that files in the same
tarball or package should have compatible licenses, but we are not
forced to do the same.
