Another cleaner (but still ugly) method would be to use rpm triggers.  Whenever
package fuse is upgraded, run some-script that looks at /etc/sysconfig/something
before deciding to setuid the binary.  /etc/sysconfig/something is set by one of
the /usr/share/ltsp5/scripts.d/.

This gets rid of the service, but replaces it with a hidden trigger.  What is
more evil?

Let's look into how difficult it would be to get PolicyKit to do what we need first.
