New changes upstream:
- introduced a default tunables DB for fc, one for SuSE and a default "other" DB.
- Added support for fc9.
- bug fix in db/Makefile.
- new libtune interfaces for tun_set() and tun_get().

Also changed the source files' owner to root to avoid the koji warning:
