They can not work properly, because
a) Many *.debs have /usr/sbin/install-info hard-coded, because this is the
location Debian has used ever since they exist. It does not conflict with
Fedora, because Fedora rpms use a hard-coded /sbin/install-info.
A dpkg-cleanup|install-info won't ever be used by any package.
b) Debian's install-info is something very different than Fedora's install-info
(They are incompatible).

That's what I am doing in my older (dkg-1.13.25) package :)
