Well,
! I recommend to use
  make install DESTDIR=$RPM_BUILD_ROOT INSTALL="install -p"
  to keep timestamps on installed files as much as possible.
  This method usually works for recent autotool-based Makefiles.

* spec file okay
* actually builds
