Here is what would suit this better:

1. setup -q, but i guess this should be ok.

2. %{__perl} Makefile.PL INSTALLDIRS=vendor OPTIMIZE="$RPM_OPT_FLAGS"

3. Group: I would rather choose: Development/Libraries

4. License: GPL+ or Artistic would be more appropriate.
