?

2).  In http://fedoraproject.org/wiki/Packaging/Guidelines, section titled:
"Using %{buildroot} and %{optflags} vs $RPM_BUILD_ROOT and $RPM_OPT_FLAGS"
it mentions that you should use RPM_OPT_FLAGS instead of "optflags".
